This is the second in a series of stories about a proposal that would provide funding to colleges and universities in Arkansas through an NIL drawing proposed by Carlton Saffa, Chief Market Officer for the Saracen Casino.

In the previous story, Saffa talked about the presence of on-line gambling in the state from web-based casinos in countries like China, Russia and others. In this installment, he continues that discussion.

Saffa appeared on the Oldies 1013 Morning Show and host Greg Horne exclaimed $3 billion in the first quarter.

He then talked about a way to eliminate the threat of these on-line casinos.

“Our Rule 5 play is basically copy Michigan because we know it works,” Saffa said.
